Introduction.
The Nordic International Support Foundation (NIS) is a non-profit foundation headquartered in Oslo,
Norway, with country offices in Somalia and Mali. NIS implements a large range of projects together with
donors and key national stakeholders to assist countries and communities to successfully emerge from
conflict. Escaping conflict requires a broad mix of activities targeting peacebuilding, state building,
reconciliation processes and community recovery efforts. As a result, NIS believes there are multiple ways
to support communities and institutions in transitioning away from conflict.
In Somalia, NIS Foundation contributes towards achieving peace, stability and sustainable human
development to meet the needs and aspirations of the people of Somalia through strategic government
support initiatives which promotes inclusive, participatory, transparent and efficient governance systems
at national and federal member levels. The aim of NIS Foundation’s programmatic interventions in Somalia
is to facilitate peaceful transition from recovery to development and to advance human development, in
line with national stabilization strategy.
To support its work in delivering relevant and needed projects in Somalia, it is that NIS Foundation invites
interested and competent consultant firms to submit prequalification applications for providing external
monitoring, evaluation and learning services. The prequalified firms will be kept in a pool for a period of
Two years and called upon to participate in RFP for consultancy work when opportunities arise. Upon
completion of the evaluation of the prequalification, NIS will include the selected firms/companies in the
list of prequalified consultants’ pool.
2. Objectives of EOI.
To inform and improve its programming and assess impact of our interventions, NIS relies heavily on the
collection and analysis of qualitative and quantitative data. In view of this, NIS Foundation seeks to
engage a consultant firm with deep commitment and relevant professional experience to conduct
monitoring, evaluation and learning activities in Somalia.
NIS Foundation invites Monitoring, Evaluation and Research consulting firms for the provision of MERL
services for the year 2026-2027. Pre-qualified consulting firms will be kept in NIS Foundation database of
service providers. The pre-qualified entities will be invited to submit Technical and Financial Proposals
for the specific assignment of consultancy opportunity as required. The detailed Terms of Reference
(ToR) will be provided in the Request for Proposals (RFP).
An eligible firm must meet the following criteria to be considered for the inclusion in the pre-qualified of
consulting.
Extensive experience in conducting project mid-term review, evaluation, assessments, research,
and baseline reviews on stabilization related projects, economic recovery and institutional
capacity development in Somalia or the region.
• In-depth knowledge of the Somalia context, and knowledge of conflict, political, economic and
security processes and approaches.
• Minimum 10 years of experience in monitoring and evaluation, with particular focus on quality
tools development, qualitative data analysis skills using statistical packages such as Atlas or
NVivo and exceptional report writing skills.
• Proven experience in collaborating with diverse sets of stakeholders, such as civil society organizations, community representatives, government officials, donor representatives, international institutions.
Mandatory pre-qualification requirements.
o Company Profile
o Valid business license registration issued by the ministry of commerce of FGS and FMS.
o Tax Clearance Certificate for the last quarter(Q4) in 2025.
o Company financial stability (Bank statements) for the last 6 months
o Three sample reports of previous work in NIS area of work (Stabilization, economic
recovery, peace building and institutional strengthening) with signed agreement service
or long-term contracts /Purchase Orders with INGOs or UN agencies.
o Formal letter of recommendation from at least 3 other organizations
o Core Staff CVs (Research manager, technical specialist, Field manager & Data analyst)
o Evidence of an office working space. (Tenancy agreement, Physical address and rent and
utility payments)
4. Terms and conditions
This call for EoI does not constitute a solicitation. NIS Foundation does not require bids or proposals at
this stage. This is merely a corroboration of expression of interest in participating in a future tender.
Applicants will be informed of whether they have been successfully added to the pre-qualified
consultants’ list. Any invitations to bid or to request for proposals and any subsequent purchase order
or contract will be issued in accordance with the rules and procedures of NIS Foundation
