1. Somalia continues to face a complex and protracted humanitarian crisis, driven by ongoing conflict,
political instability, and recurrent climate shocks, including droughts and floods. These shocks have
exacerbatedvulnerability,underminedlivelihoods,andresultedin widespreadinternaldisplacement.As
of 2025, over 3.9 million internally displaced persons (IDPs) reside across Somalia, many of whom
have been displaced for extended periods, highlighting the urgency for sustainable solutions.
(OCHA HNRP 2025).
Whileprogresshasbeenmadeinstate-building,economicreforms,anddebtreduction,suchasSomalia's
completionoftheHeavilyIndebtedPoorCountries(HIPC)initiativein2023—financingforsolutions to internal
displacement remains fragmented, largely short-term, and dominated by humanitarian interventions.
This limits opportunities to transition displaced populations from emergency assistance toward
sustainableintegrationanddevelopmentoutcomes,anditconstrainsthegovernment'sabilityto coordinate
and plan for longer-term inclusive and sustainable development.
TheNationalTransformationPlan(NTP2025-2030),togetherwiththeNationalSolutionsPathwaysAction
Plan(NSPAP 2024–2029), provides astrategic,multi-sectoral roadmapfor achievingsolutions to
internal displacement.TheNSPAP, developedandledbythe NationalCenterforRuralDevelopmentand
Durable Solutions (NCRDS), is a costed plan that outlines specific financial requirements to
implement sectoral priorities,whiletheNTPprovidesoverarchingdevelopmentandpolicyguidance.
Theseframeworksfocus on sustainable access to services, livelihoods, housing, social inclusion, and
community resilience, emphasizing alignment with Somalia's broader development and social
protection priorities.
The Integrated National Financing Framework (INFF) enables countries to strengthen financial
planning by combining public, private, domestic, and international resources to achieve sustainable
development objectives. In Somalia, UNDP is supporting the ongoing development of the
Development Finance Assessment(DFA)andINFFRoadmap,providingleadershipandtechnical
expertisetodesignaframework tailored to the country's unique context. The INFF will lay the
foundation for financing Somalia's developmentpriorities, including solutionstointernaldisplacement.
Withinthe DFA andINFFRoadmap, solutionstointernaldisplacementwillbeintegratedthrougha
dedicatedchapter,ensuringthatfinancing for internal displacement is systematically linked to national
development priorities and sectoral plans.

Objective
Solutions tointernal displacementrequire predictable,long-term, and coordinated financing. A
National Solutions Financing Strategy (NSFS) under the INFF will:
• Strengthenthelinkbetweenhumanitarian,development,andpeacefinancing
• Supportnationalandsubnationalplanningforsolutionstointernaldisplacement
• Mobilizeandalignpublic,private,domestic,andinternationalfinance
• IntegratefinancingforsolutionstodisplacementintotheINFFbuildingblocks:planning,
financing, monitoring, and governance

Qualification and experience requirements

o Strong understanding of domestic resource mobilization, public finance, and
development partner coordination
o In-depth knowledge of solutions to internal displacement, including familiarity with
the Global Action Agenda on Durable Solutions for Internally Displaced Persons, the
PostRobert Piper Arrangements for Solutions to Internal Displacement, the Inter-Agency
Standing Committee (IASC) Guidelines on Internal Displacement, the African Union
Kampala Convention on the Protection and Assistance of Internally Displaced Persons
in Africa, among others.
o Experience supporting government entities and leading consultations with senior
officials, as well as facilitating multi-stakeholder dialogues.
o Experience in fragile/post-conflict contexts, preferably Somalia or Horn of Africa
o Prior work with the UN or multilateral organizations is an advantage.
